We are seeking your expertise with capital planning and stakeholder skills to provide project management expertise, team leadership and overall strategic direction in the design development and implementation of existing institutions, facilities and training colleges in order to enhance public safety services and the mandates of the Ministry of Community Safety and Correctional Services.

What can I expect to do in this role?

•Provide oversight and team leadership to Senior Consultants.
•Consult with senior management, inter-ministerial project managers, sponsors, other project team leads, functional specialists and other stakeholders to identify and asses needs related to the project.
•Manage, develop and implement strategies, tactical plans, systems and project direction for project related operational activities.
•Oversee research activities on ministry operations (e.g. correctional institutions) and operational planning needs in order to meet long-term operations management.
•Develop collaborative relationships with linkages with provincial, federal, municipal and community agencies, and counterparts in other jurisdictions.
•Lead and directs the creation and implementation of comprehensive communication strategies related to capital development issues.

How do I qualify?

Technical Knowledge & Experience

You have:
•Knowledge of policy development processes, and government decision-making process, to develop programs and policies and establish project capacity.
•Knowledge of project planning and financial management principles and methodologies.
•Knowledge of Infrastructure Ontario, capital planning and project development processes, service delivery models, authorities, funding mechanism and governance.
•Understanding of critical issues facing the ministry, ministry programs (correctional institutions OPP, Chief Coroner/Forensics, etc.) to prepare option papers and recommendations.
•Ability to acquire and apply ministry (Correctional institutions, OPP, Chief Coroner/Forensics, etc.) programs, organizational structures and core business mandates in order to oversee the implementation of research/project planning assignments and identify the interests of the ministry.

Risk Assessment and Qualitative and Quantitative Analysis

• You can critically analyze and apply benchmarks to capital plans and make recommendations to resolve risks and barriers.
• You can review and analyze complex material, including statistical data.

Communications, Stakeholders Management and Briefing skills

•You can prepare/present reports, issue papers, work plans, and submissions to senior management, stakeholders, and Cabinet.
•You have demonstrated stakeholder management skills to achieve consensus in divisional, ministry, inter-ministry and inter-jurisdictional forums.
•You have negotiation, consultation and interpersonal skills to resolve complex issues, negotiate changes and work effectively with teams.

Political Acuity

•You can work cooperatively with stakeholders in joint discussions regarding high profile issues and services planning.
•You can provide issue management advice and interpretation in situations which may be very sensitive or unique.

Computer Skills

•You have demonstrated knowledge of word processing, slide presentations, spreadsheets, software to track and monitor capital projects.

Salary Range: $70,538 - $103,944 per year
