The Real Estate Council of Ontario (RECO) is seeking a highly skilled Project Manager to join our team to lead our efforts in preparing to implement sweeping legislative changes in our sector.  The scope of these changes will impact virtually every department at RECO, either through policy, systems, process, training or knowledge, and generate significant communication requirements impacting both the sector (education, job aids, etc.) and consumers (information guide).

The Role

The role of the Project Manager is to plan, execute, and finalize the business requirements for the implementation of legislative reforms to the Real Estate and Business Brokers Act (REBBA), according to strict deadlines, in accordance with project management leading practices and established standards. This includes implementation of necessary changes resulting from Phase 2 legislative changes that come into effect April 2023 and planning for Phase 3 changes as they are finalized. Responsibilities include coordinating the efforts of internal team members and third-party consultants/vendors to deliver the project according to plan. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle. This role will report to the Registrar but will work collaboratively with RECO leadership and impacted department/program management.

Key Responsibilities

Strategy & Planning

  • Define project scope, goals and deliverables across all workstreams required to achieve the business objectives, in collaboration with stakeholders.
  • Lead project management activities for all project components, and associated sub-projects or work packages, as required. (Note: The Project Manager will act as workstream project manager where the department/program owning that workstream does not have an internal project management resource.)
  • Develop and maintain project governance and control documentation, and oversee any consultant/vendor documentation and reporting, as appropriate.
  • Create, review, update, track, maintain, and report on broader project documentation.
  • Prepare and/or present updates on initiatives to management, leadership, and stakeholders.
  • Contribute to risk management and change management activities related to REBBA reform.
  • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
  • Define project success criteria and disseminate them to involved parties throughout project life cycle.
  • Conduct project postmortems and create a recommendations report to identify successful and unsuccessful project elements.

Acquisition & Deployment

  • Estimate the resources and participants needed to achieve project goals.
  • Where required, negotiate with other department managers for the acquisition of required personnel from within the company.
  • Determine and assess need for additional staff and/or consultants and make the appropriate business case for recruitments if necessary, during project cycle.

Operational Management

  • Direct and manage project execution from beginning to end.
  • Develop master project plans, control documents and associated communications documents.
  • Identify and manage project dependencies and critical path.
  • Establish, facilitate and manage regular cadence of status meetings, as appropriate for successful project execution (e.g., Steering Committee, Working Group.), establishing expectations with members/attendees and other stakeholders.
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear manner.
  • Liaise with project stakeholders on an ongoing basis.
  • Track project milestones and deliverables.
  • Delegate tasks and responsibilities to appropriate personnel and monitor progress to plan on an ongoing basis.
  • Identify and resolve issues and conflicts within the project team and/or across stakeholders, escalating to sponsor/leadership as appropriate.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations on a timely and ongoing basis.
  • Proactively manage changes in project scope, identify potential risk or challenges, and devise contingency and mitigation plans.
  • Coach, mentor, motivate and supervise project team members, and influence them to take positive action and accountability for their assigned work.
  • Build, develop, and grow any relationships vital to the success of the project.

Qualifications

Formal Education & Certification

  • Project Management Professional certification required; change management certification an asset.

Knowledge & Experience

  • 5+ years’ progressive work experience in project management of broad, complex, “Tier 1” projects, including all aspects of process development and execution.
  • 5+ years’ work experience leading large cross-functional project teams.
  • 3+ years’ work experience as a business analyst, including requirements gathering, process and workflow documenting, user acceptance testing and end user training.
  • Demonstrated experience in liaising between the business sponsor/leads and business lines to identify impacts to business, scope business process recommendations, document processes and workflows.
  • Relevant work experience in a regulatory, government or association/membership environment is preferred.

  • Experience at working both independently and in a team-oriented, collaborative environment is essential.
  • Ability to manage shifting priorities, demands and timelines through analytical and problem-solving capabilities.
  • Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines.
  • Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
  • Ability to defuse tension among project team, should it arise.
  • Strong written and oral communication skills.
  • Strong interpersonal skills.
  • Adept at conducting research into project-related issues and products.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.

Work Conditions

  • Overtime may be required in meet project deadlines.
  • Sitting for extended periods of time.
  • Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects.
  • Physically able to participate in training sessions, presentations, and meetings.
  • Some travel may be required for the purpose of meeting with clients, stakeholders, or off-site personnel/management.
