About us

The Facilities and Capital Planning Branch supports the strategic utilization of the ministry's facilities and capital infrastructure by providing a one-window point of contact between its program areas and external partners to manage one of the largest and most complex accommodation portfolios in the OPS including Correctional Institutions, Probation & Parole Offices, Forensic Sciences & Coroners facilities, corporate offices, training colleges, and OPP Detachments/locations. The branch provides short- and long-term financial and strategic planning and controllership through: the development and submission of the ministry's annual Infrastructure Plan and Strategic Accommodation Plan; service/contract management in the areas of property management services and facility leasehold improvements projects; and effective implementation accommodation standards, policies and procedures. The branch provides oversight for Major Capital Projects (i.e. P3 projects).

If so, consider this unique leadership opportunity where you will lead the planning, development, implementation of accommodation planning initiatives, and the provision of facilities management, emergency management and security plans to meet ministry requirements which comprise a diverse mix of offices, facilities and locations across the province.

What can I expect to do in this role?

As the Manager, Client Program Delivery, you will:

• support the ministry executives/management on infrastructure needs analysis, risk and condition assessment, procurement/lease planning, and the development of capital investment strategies related to facility renewal allocations as well as for public/private sector capital initiatives.

• provide strategic leadership and corporate controllership for the development and implementation of long- term and annual capital infrastructure plans for the ministry portfolio of infrastructure assets.

• lead and oversee the research, review and analysis of current trends; facilities and accommodation policy development; business process solutions; technical standards and best practices in capital infrastructure planning and controllership to facilitate capital management planning and controllership across the ministry.

• provide technical leadership and expertise to ministry senior executives, management and staff in the resolution of various facilities and accommodation project-related issues (e.g. health and safety, condition of buildings) which often have high media attention and public scrutiny to ensure the ministry's best interests are protected and maintained.

Your top priorities will include, but are not limited to:

·        Capital repair and renewal projects.

·        Evolving facility needs due to the COVID-19 pandemic.

·        Modernization of correctional services and outdated infrastructure to address overcrowding and to improve services.

·        Addressing segregation rulings and proposed strategies.

·        CCTV and electronic security initiatives.

• You demonstrate knowledge of facilities management service theories, principles, practices and accommodation policies, guidelines and accommodation initiatives to manage the provision of a full range of facilities management, security, emergency measures and leasing services to meet ministry needs and align with ministry/government priorities, mandates and objectives.

• You understand the role of central agencies (e.g. Infrastructure Ontario (IO)) and their service providers and construction practices to provide direction of major and minor capital construction, renovation and relocation projects.

Relationship Management and Communication:

• You have demonstrated superior written, oral and interpersonal skills, and can influence and negotiate with partners and stakeholders to find collaborative solutions to complex issues.

• You have demonstrated stakeholder management skills with the ability to establish and maintain relationships of trust with senior management, clients and partners.

• You can effectively manage expectations, and anticipate and resolve major obstacles and conflicts.

• You have experience managing sensitive and contentious issues.

Program Management Skills:

• You have knowledge and expertise in project management principles and methodologies to oversee and guide the overall delivery of mandates and strategies.

• You have an advanced knowledge of standards and policy development and the ministry's decision-making process.

• You have the ability to coordinate programs, activities, schedules and allocation of resources within the region, and participate in the development of related operational policies, procedures and standards.

Salary range: $90,348.00 - $132,514.00 per year
