Key Accountabilities

The successful candidate will join BTTC to provide senior leadership to the Construction Management Office team for one of BTTC's largest clients to ensure that the project meets the highest standards for safety, quality, environment, design assurance and functionality, schedule planning and integration, commissioning and hand back.

This person will assume primary accountability for all aspects of establishing, leading and running the client-side Construction Management Office (CMO) for a multi-billion-dollar multi-disciplinary railway infrastructure capital works project. The roles and responsibilities of the CMO will include:

Integration/Planning

  • Involvement in the integrated planning process providing constructability advice/guidance
  • Understand the integrated construction plan and construction interface to raise concerns in a timely manner to minimise program slippage.
  • Work with nominated contractors to ensure site access/logistics are reflected in weekly pre-possession briefings and planning meetings
  • Provide construction input to Delivering Work Within Possessions (DWWP) process
  • Facilitate construction clashes and issues workshops to mitigate interface risk

Design Assurance

  • Provide constructability advice and guidance on proposed engineering designs/solutions to integrated design review process
  • Support design team to undertake on-site measurements and checks as design progress
  • Verify as built construction against design

Documentation Assurance

  • Review high risk work package plans, challenging methodology, risks and controls
  • Provide pre-construction information for the project plans where required
  • Assess/ review contractor competencies

Site Assurance

  • Ensure suitable inspections/ audits for the project works are being managed relating to safety, quality, environment, engineering/ design compliance, functionality and commissioning
  • Undertake handovers/inspections related to construction interfaces
  • Promote and lead safety initiatives and briefings
  • Track progress and report against schedule
  • Ensure all work is assured to standard and to the required quality
  • Identify issues on site that may result in cost variation and report them to the project team

Process Development

  • Develop and effectively implement new processes for on-site construction, asset management and hand back, site access/possessions and safe working

​Role requirements

Education: College diploma or certificate in relevant engineering subject.

Qualifications:Associate Member of recognised railway systems professional institute / institution

Experience: A minimum of 20 or more years' experience in the rail industry, with at least 15 years in supervisory, site management and senior construction management roles within both client and contractor organizations. Extensive experience of large complex rail design and build projects and programs delivered under collaborative working arrangements.

Competencies:  

  • An absolute commitment to safety and a proven record of implementing safe working practices in compliance with relevant safety legislation
  • Proven capability and extensive experience of:
  • Leading, motivating and managing construction managers across all disciplines, setting goals, supporting installation program and ensuring safe delivery
  • Working within highly collaborative project environments, with the ability to work collaboratively with client organisations and their supply chains
  • Development phases of projects, providing construction management input, including constructability reviews and advice
  • Providing construction management input to integration meetings, construction and implementation reviews engineering reviews and schedule risk review meetings
  • Delivering large railway systems projects including track, signaling and electrification involving a detailed understanding of the interfaces involved
  • Delivering multi-disciplinary complex projects in a live railway environment
  • Working in and around an electrified railway whilst planning and installing other disciplines
  • Working in a highly regulated project delivery operating environment
  • Bringing rail projects into operation
  • Planning access for multiple disciplines in a live rail corridor, mapping out entry into service obligations

Wage: Salary commensurate with experience. Performance based financial incentives.
