Role Summary:

Hamilton International Airport is now recruiting for a Manager, Capital Projects to join our team. Reporting to the Senior Manager, Operations, the Manager, Capital Projects performs professional work to support a broad range of aviation related activities and programs, including but not limited to the development, coordination, implementation, and tracking of construction-related activities, operations, and asset management programs. This role is responsible for managing all aspects of the Airport’s Facility Alteration Process (FAP) and construction projects compliance. The Security Officer is responsible for providing security, parking, and operational support at the Airport.

Based on recent mandates and directives from the Federal Government, Airport employees are now required to provide proof of full COVID-19 vaccination.  If successful to this position, the candidate will be required to provide proof of full COVID-19 vaccination prior to the start date as a condition of employment. In the event that the successful candidate is unable to be vaccinated as a result of a medical or religious exemption, they will be required to submit supporting documentation to determine if they are exempt per the Airport’s policy.

Key Qualifications and Desired Skills:

• Post-secondary degree or diploma in a related field with a minimum of five years of combined equivalent work experience and education
• Knowledge of the project management process, including project planning, scheduling, contracting, supervision of professional consultants and contractors, and inspections of the work; a PMP designation would be considered an asset
• Experience in an airport operating environment
• Knowledge in the application of the principles and practices of construction relative to airport regulatory compliance
• Knowledge of principles and practices of airfield and facility repairs and construction
• Knowledge of regulations, governing acts, environmental guidelines, and industry best practices as they relate to airport construction projects and facilities maintenance
• Strong ability to communicate and present in a concise, clear and articulate manner, both verbal and written
• Ability to work with frequent interruptions and changes in priorities
• Ability to establish and maintain effective communication and working relationships with all Airport employees, airport stakeholders, contractors, and the public
• Working knowledge of CARs (Canadian Aviation Regulations – Transport Canada), TP 312 (Aerodromes Standards and Recommended Practices – Transport Canada), TP-1247 (Land Use in the Vicinity of Aerodromes – Transport Canada)
• The ideal candidate will be an energetic self-starter, motivated, independent thinker, with the ability to work independently or within a team-oriented environment
• Proficient in business computer applications (AutoCAD, and Microsoft Office suite of products); must be able to compile and analyze statistics
• Knowledge of current Health and Safety legislation and the Canada Labour Code, Part II
• Must be able to obtain and maintain appropriate level of Airport Security Clearance.
• Must hold valid class “G” driver’s license.
• Ability to obtain and maintain an aeronautical radio license and an Airside Vehicle Operators Permit (AVOP)

Specific Responsibilities:

• Responsible for the planning, design, coordination, documentation, and implementation of capital projects
• Responsible for monitoring capital budgets and reporting on differences
• Responsible for the coordination and documentation of plans of construction for projects where required

• Prepare cost evaluations, tendering of trades, issue contracts/purchase orders, approve invoices within authority, provide recommendations to the Executive team on capital projects as required
• Prepare construction schedules
• Support funding applications and enact the requirements of those funding applications in all applicable documentation
• Monitor progress of design and construction status
• Monitor and maintain warranty issues and project deficiencies with resolution and positive outcomes
• Establish and monitor Code Consultant review process
• Track cost/ changes through applicable software in conjunction with the Finance Department

• Oversee the maintenance of AutoCAD drawing database

• Lead regular construction meetings, site inspections and update meetings with business partners for major projects
• Ensure projects comply to Transport Canada regulations during and after project completion
• Oversee execution of the project plans, including coordination with contractors and stakeholders with minimal impacts to Hamilton International customers
• Liaise with Transport Canada, Nav Canada and other regulatory bodies to ensure compliance during project planning and construction.
• Liaise with airport stakeholder and other subject matter experts during the planning and construction process
• Monitor and manage project budgets and schedules - ensure quality control and assurance and risk management programs are in place as appropriate
• Problem-solve and make decisions in response to emergent issues, in consultation with consultants and contractors
• Ensure accuracy and prepare changes related to the Canada Air Pilot (CAP) for applicable Hamilton International projects through Transport Canada
• Issue NOTAMS as and when required
• Ensure all contractors engaged have the appropriate authority (licenses, training), and abide by all Hamilton International Airport rules and regulations
• Oversee the Facility Alteration Permit (FAP) process, including coordination of the application review process and code consultant review, liaise with the applicants, issuing documentation such as building and occupancy permits, and conduct/coordinate site inspections.
• Lead condition assessment initiatives on key airport assets, and recommend life cycle maintained or replacement based on such assessment, including friction testing, OLS assessments, building, equipment and asset condition assessments, etc.
• Support the review of development applications as part of the City of Hamilton Planning application process for developments in the vicinity of the airport by conducting reviews and assessments to ensure minimal impacts to airport operation.
• Assist in the planning, initiation, and monitoring of projects within the budgetary authority assigned, as well as be part of various teams assembled to meet the needs of specific airport maintenance, rehabilitation, and infrastructure construction projects.
• Incumbent will be a part of larger projects, including more complex / specialized projects requiring a unique management structure to be assigned.
• Make recommendations on construction, alterations, and maintenance activities on airport facilities and equipment and coordinate construction activities on airside and landside properties
• For all projects under area of responsibility, ensure that the Airport operates safely and efficiently, complying with all regulations and policies, Transport Canada audits, as well as contractual obligations while applying modern best practices in airport management.
• Responsible for complying with and enforcing the policies of the Corporation with respect to rules, acts, regulations, by-laws, procedures, and safe working practices.
• Ensure that safe working practices and safety regulations are adhered to under the terms of the Canada Labour Code, Part II.
• Assist the SMS Manager as required to mitigate risk to aviation safety during construction projects.
