As a member of our Infrastructure group, you will provide insight and innovative construction solutions to ensure the successful execution of various infrastructure projects, such as: roadways, highways and interchanges; bridges and overpasses; water and wastewater treatment facilities; transmission lines; general/public transportation including airports, seaports and light rail transit lines (LRTs); and conventional and alternative power generation like wind farms and district energy facilities. You will also further hone your skills operating under various delivery methods including Design-Build, P3 (Public-Private Partnership), Construction Management and IPD (Integrated Project Delivery).

About The Role

We are recruiting a Commercial Manager for our Regional East Infrastructure business unit. Based out of our Mississauga office, the Commercial Manager is responsible for reviewing and making recommendations to management on the contractual, commercial and risk during the Construction activities. This is a full-time, 40 hours per week, permanent role.

Reporting to the Commercial Director, the Commercial Manager will provide contractual, financial, and commercial support to Project Pre-Construction and Project Execution Teams, ensuring timely completion and profitability for all projects. He/she is responsible for managing all contractual and commercial aspects of Project(s) assigned to them within the Operations Sub-Division, with an aggregate annual revenue greater than $25 million. Essential functions include the timely completion and profitability for all projects he/she is responsible for, including maintaining long-term stakeholder relationships, and is responsible for managing and mentoring other commercial managers, commercial coordinators and other project team personnel.  In addition, the Commercial Manager will have the following duties:

  •  Responsible for ensuring that commercial processes and procedures are followed by the project teams;
  • Responsible for overall contracts and commercial performance of projects in order to maximize margins and contribute to the success of achieving the designated business strategies;
  • Report to (line) management on contractual and commercial standards, risk, and opportunity matters;
  • Provision of contractual and commercial support and direction to the project teams;
  • Review of RFQ/RFP or bid/tender documentation to allow for recommendations regarding submitting proposals or bidding;
  • Conduct Prime Contract reviews to identify contract and commercial risks/opportunities;
  • Review RFQ/RFP or bid/tender documentation submissions for compliance and that risks are properly identified and addressed within the submissions;
  • Prepares the Prime Contract Summary document based on the reviews undertaken during the bid/tender phase;
  • Assist in the preparation of bespoke or modified Graham "Designer Teaming Agreements, Design Services Agreements, and Professional Services Teaming Agreements" as required. Obtains the necessary approvals required prior to the finalization of such agreements;
  • Collaborate with Pre-Construction team members in preparing, revising and monitoring information regarding reports related to costs involved in developing the tender budget;
  • Provides support on or participates in the post tender pre-contract negotiations;
  • Provides support to (line) management on the completion of an organizational and responsibility matrix at the start of the project;
  • Provides support in the compilation of the Commercial Plan for the Project;
  • Provides support to ensure proper project planning, scheduling, staffing, cost control and project management;
  • Updates the Prime Contract Summary document to ensure the project team understand the deliverables and obligations to ensure project work will be completed on time and within budget;
  • Support the Project Manager/Project Director during the sub-contracting process, which includes facilitating initial scope review meetings, finalizing agreed processes, developing subcontract scopes of work, and managing the subcontract distribution and final execution process;
  • Assist in the input of regular status reports for management and project steering committees (as applicable) detailing status of the project and recommending actions to be taken;
  • Oversee and report regularly to (line) management on the Cash Management, Cost Control/Projections, Profit and Loss Reports, Projections & Budgets, and Risk & Opportunity functions on projects;
  • Identify commercial risks and opportunities and put in place pro-active plans to manage them;
  • Possess an understanding of the contractual, commercial and legal processes relating to the project and ensure that these are properly communicated to the project team;
  • Maintain a high level of understanding of appropriate costs, codes, standards and specifications;
  • Maintain a high level of understanding of construction techniques, problems and solutions and work closely with technical staff to review and develop appropriate techniques and solutions for the project;
  • Maintain a high level of understanding of planning and scheduling to ensure accurate progress reporting; and accountable for making commitments (i.e. contractual, spending, or purchasing) on the Company's behalf as described in the Corporate Authority Matrix.       

To be Successful at Graham, you will have the following qualifications and experience:

  • At least a Bachelor's degree in Construction Management, Engineering, Quantity Surveying, Business, or a related field
  • At least five years of experience working for a General Contractor on large infrastructure projects (100 million plus) in a managerial role responsible for the delivery of procurement and commercial matters
  • P3 or PPP (Private Public Partnership) procurement model
  • Strong negotiation skills, including resolution of deficiencies and/or claims.
  • Detailed understanding of Contract Law and experience working with various contract forms.
  • Excellent verbal and written communications skills
  • English Fluency required
  • Must have legal authorization to work in Canada for anyone other than the current employer.

  Compensation and Benefits:

  • Competitive salary ($120,000.00 to $140,000.00) with a potential of an annual bonus, and potential of annual merit increase.
