Job Description:

Reporting to the Director of Community and Development Services, this position is responsible for the management and supervision of the development approvals section of the Planning Department including, but not limited to, pre-consultation services for developers, development approvals, site plan agreements and plans of subdivision. Some attendance outside the office at properties subject to development applications and other meetings is required. 

Specific Duties:

  • Supervise and direct the activities of the Development Services section including but not limited to site plan agreements, amendments and exemptions; development agreements and amendments and; plans of subdivision.
  • Coordinate with Economic Development Division regarding pending economic development projects.
  • Provide prompt, friendly and responsive customer service and problems solving initiatives, in a collaborative manner.
  • Ensure proper processing of site plans agreements, development agreements and plans of subdivision.  Working with the Manager of Planning Services, coordinate planning and development processes to ensure the efficient processing of development applications.
  • Negotiate development applications and conditions of approval.
  • Provide information and consultation services to developers, consultants, authorities and government agencies regarding alignment with all relevant municipal, county and provincial laws, policies and regulations.
  • Manage and chair the Development Support Committee. Maintain communication with all relevant municipal departments, the public, outside agencies and authorities regarding matters related to development applications.
  • Attend meetings of, but not limited to, the public, staff, Council, tribunal bodies etc.
  • Serve as Department representative before the Ontario Municipal Board/Local Planning Appeal Board regarding development applications.
  • Assist in the preparation of the annual budget and monitor expenditures to ensure they are on track with budget allocations.
  • Formulate and recommend to Administration and Council, new policies or revisions to existing policies with respect to matters related to the development application process.
  • Manage the financial, human and physical resources of the Division in alignment with the Municipality's vision and values.
  • Coordinate, analyze and prepare data and mapping for notices, presentations and research projects utilizing the municipal GIS programs.
  • Provide input for official plans, official plan amendments, secondary plans, community improvement plans, development charges and special planning projects.
  • Assist with research and analysis of statistical data and information for various initiatives.
  • Other duties as assigned.

Qualifications:

  • Must have a university degree in Urban Planning or Civil Engineering. Consideration will be given to applicants with a Diploma/Certificate in Civil Engineering Technology with considerable experience in Municipal Engineering.
  • Must be a member in good standing with the Canadian Institute of Planners (CIP), the Ontario Professional Planners Institute (OPPI) or the Ontario Association of Professional Engineers.
  • Must have experience demonstrating effective written and verbal communication and leadership skills. 
  • Must have experience demonstrating the ability to work in a team environment, effectively interact with others, work well under tight deadlines, handle a number of ongoing projects and carry out fieldwork if required.
  • Must have experience in project management, statistical analysis and public presentation are required. 
  • Must have working knowledge of the Planning Act, Municipal Development Standards and other policies and legislations. 
  • Must have a minimum of 5 years' experience in the municipal land use planning or engineering. 
  • Must possess and maintain a valid Ontario class G driver's license.
  • Must have experience demonstrating knowledge of Windows and Microsoft Office computer software programs as well as other relevant software.
  • Knowledge in GIS would be an asset.

Hours of Work:

35 hours per week. Travel and attendance at evening meetings is required.

Employee Group:

Salaried, Non-union.

Wage Rate:

$3,650.70 to $4,109.07 bi-weekly (2019 Rates). A comprehensive benefits package included.
