One temporary full-time position (from September 13, 2021 to September 8, 2023) – Guelph, ON

The Office of Institutional Research and Planning controls and manages the institutional budgeting framework through resource and financial planning which informs the development of the annual University operating budget. Furthermore, the office assists in implementing, monitoring, and controlling budgets within anticipated resources. A key accountability of this role is to use project management best practices, people skills, technology, analysis and information management to foster confidence among the university departments in understanding and managing their financial resources.

University leadership, in response to changing academic demands, have initiated the development of a new budgeting regime that will revise the long-standing incremental budget model currently in use at the University of Guelph. This new development will result in the reengineering of policy, processes, systems and operating procedures going forward. The first major shift has already begun with the recent roll-out of the Budget Plan Submission process where unit plans are prepared annually in advance of the fiscal year and presented for consideration by University Budget committees.

As Manager, Budget Model Review, you'll report to the Director, Budgets and Resources Planning, and be accountable for coordinating and project managing the University-wide operating budget model review including overseeing all communications concerning the review, managing the project to ensure milestones are achieved, supervising a detailed analysis of model options and sector scans, and assessing potential implications to units and the University's fiscal health of potential model changes. This project will include engagement from all levels of University leadership and will involve consultation with units across the entire institution. This position will act as an advisor to senior administration for budgeting and resource planning and will involve strategic decision-making associated with both the academic and administrative sides of the institution.

An experienced financial leader and project manager who will play a critical role leading our review of our operating budget model for resource allocations across the University, you will:

  • identify, evaluate, and compile large amounts of complex information including resource forecasting and associated budget planning;
  • advise and forecast in terms of funding of resources and analyze optimal funding levels required to sustain the University;
  • develop and implement approved financial planning frameworks;
  • analyze and advise on opportunities to mitigate deficits and sustain the Universities fiscal resources; and
  • develop tools and processes to collect budget and forecasting data across the University.

Many of the work assignments and issues addressed are confidential and may only be disclosed at the executive level. A high level of discretion and confidentiality is required. This position ensures that all projects and analysis are completed in a timely and accurate manner.


To be considered for the position of Manager, Budget Model Review, you must be a financial expert with the following strengths:

  • A university degree in a related field and a professional accounting designation (CPA), along with at least two (2) years of project management experience and increasing responsibilities for large institution financial analysis and reporting.
  • Notable experience and knowledge with budgeting within a university or government culture, project management, practices and priorities is highly beneficial.
  • Knowledge and experience with ERP system configuration, testing, implementation, and communications would be considered an asset.

NOTE: This appointment is regularly performed on-campus but, due to the COVID-19 pandemic, will be initially fulfilled remotely (off-campus) until the University resumes its regular operations.
